PPS Consulting Group has more than 20 years of experience across the United States, supporting hospitals and corporations in different states with physician recruitment and licensing services. In the Florida market, we offer our full range of services: consulting, operations, human resources, marketing, and strategic advisory, working alongside physicians and organizations to strengthen their provider network, improve their operations, and retain their clinical teams.
In Florida, our focus on recruiting physicians under the ACN license, Areas of Critical Needs, has allowed us to place more than 500 physicians, with a documented 94 percent retention rate over nearly 10 years. That is our commitment: lasting success and stability for every clinical team we build.
Our CEO and founder, Yoselyn Santos, MBA, built this firm on a belief shaped over her career in healthcare: a physician’s success starts with a relationship of trust and closeness with the person who recruits and supports them. When that bond is honest and well built, the process flows and the results last.

My commitment goes beyond the signing of a contract. I stay present, I support, and I provide continuity. That is how, one professional at a time, we have built a community that trusts us.
I am Yoselyn Santos, founder of PPS Consulting Group. My career began in business development and corporate communications, but it was in healthcare that I found my true calling, after seeing up close the demands and sacrifices that shape a physician’s career.
That experience showed me what it means to decide a physician’s professional future without the right guidance, and it shaped the principles I built this firm on: transparency as the standard, educating the physician as the basis of every good decision, and the belief that success is not measured by the offer alone, but by the real fit between the physician, their family, and the organization that welcomes them.
A Commitment to the Stability of the ACN Sector
Alongside our nationwide specialist recruitment, in 2015 PPS Consulting Group added a division focused on recruiting physicians under the ACN license, Areas of Critical Need, in Florida.
It is an area we care deeply about, and over the years we saw a clear reality in the state’s healthcare system: these physicians and the companies that hire them needed someone to defend their stability. That commitment led to the ACN Florida Primary Care Coalition, founded and led by PPS Consulting Group.
Through the Coalition, PPS brought the SB 1480 and HB 809 laws to the Florida Senate, both signed by the Governor, which protect continuity of employment for ACN physicians in the state. For the companies that build their operations with these physicians, that law means something concrete: stability, backed by a firm that works actively to protect it.
PPS continues to advance the next legislative initiatives that will strengthen the sector, a commitment recognized across the state.

Yoselyn Santos, MBA. CEO and founder.
With more than 20 years of experience as a consultant in healthcare, provider recruitment, and medical licensing, Yoselyn founded PPS Consulting Group and, in 2015, established a division dedicated to Areas of Critical Needs (ACN) in Florida, focused on recruiting primary care physicians. Today she leads the ACN Florida Primary Care Coalition, where she has advanced the legislation that protects ACN physicians and the companies that hire them. She also brings experience in healthcare marketing and positioning. Her hallmark is close, high-quality service built on trust with every physician and every client.
Catherine Leung, MBA.

With more than 20 years of experience as a business development consultant, Catherine specializes in operational implementation, clinical workflow design, market development, and marketing strategy. She leads every project with a standard of quality and precision that keeps operations solid, efficient, and compliant from day one.
